For more than 140 years, the Public Works Department (PWD) Malaysia has touched many aspects of the nation’s life by providing necessary infrastructure, such as roads, buildings and bridges. Many infrastructures, building projects were implemented within that period. Without a doubt, some had undergone failure in minor or major level. Failure and defects will affect the service level and its design life, hence, safety of the users. JKR Malaysia has established a specialized division on forensic work in two separate branches; the Bahagian Kejuruteraan Forensik (BKF), Cawangan Jalan and Bahagian Perkhidmatan Forensik Struktur (BPFS), Cawangan Kejuruteraan Awam dan Struktur.
SUBJECT MATTER EXPERT (SME)
Ir. Dr. Lim Char Ching, Director of Engineering of Road Branch has been with JKR Malaysia for more than 30 years now and is The SME for Forensic Works. He has vast experience in the design and construction of bridges and maritime structures, forensic engineering investigation, structural appraisal and repair.
Ir. Dr. Lim was involved in numerous investigations among others; roof collapse of the Kuala Terengganu Stadium, Jaya Supermarket failure, collapse of suspension bridge at Pusat Kokurikulum Pejabat Pelajaran Daerah Kinta, Perak, and the fatal accident at Sri Hartamas Service Apartment.
Ir. Dr. Lim has published and presented more than 35 technical papers in International and National Journals and Conferences. He was awarded the Tan Sri Ir. Hj. Yusoff Prize by the Institution of Engineers Malaysia for a paper published in 2003. Dr. Lim has written more than 380 reports on structural investigation and assessment and conducted more than 150 lectures in related fields.
The forensic engineering investigation of works is carried out by 2 (two) divisions:
- Bahagian Kejuruteraan Forensik (BKF)
- Bahagian Perkhidmatan Forensik Struktur (BPFS)
Both BKF and BPFS provide the same services – to carry out comprehensive and detailed forensic investigation for federal infrastructures and building facilities.
Meanwhile, technical advice will only be provided for state government infrastructure and building facilities.
Forensic works are carried out based on:
- Visual / preliminary inspection
- detail inspection and material testing
Visual inspection is required for condition assessment in determining the locations/places for further investigation which involves non-destructive testing and destructive testing. Observations during the inspection covers visual features which are related to structural serviceability, workmanship and material deterioration. A preliminary report is produced to notify these observations and make recommendation for necessary testing such as structural capacity evaluation, proof load test, vibration monitoring and analysis etc.
A detailed inspection will be carried out to determine the location of deterioration and failure of the structure in producing defect mapping and the material test plan. The data obtained will be analyze and a proper treatment / repair works are proposed in a comprehensive report. Treatment / repair works consisting of few methods include structural strengthening by steel plate bonding, carbon fibre reinforced polymer (CFRP), retrofitting, rehabilitation, jacketing, etc.
For cases involving structural collapse; forensic investigation will be based on collecting evidence from site, material sampling, on site testing, laboratory testing, modelling and simulation, expert witness and reporting. Among the tests done are Carbonation Test and Half Cell Potential Measurement Test and Compressive Strength Test shown below.
